Meeting attendees

In Outlook 2003 when creating a meeting and adding an attendee,hovering over
their free/busy time will show all their appointment information. Is this a
setting on the Exchange server, in users Outlook settings, or permissions?
Not all people creating meeting requests can see others appointments.

User settings - in Outlook, Tools->Options->Calendar->Planner Options->Show
