outlook 2002 "send updates"

I have one user (Outlook 2002/WindowsXP Pro/Exchange 2003) that has
suddenly lost the options to send meeting updates only to modified
attendees. She used to get a pop-up asking if she wanted to send
updates to everyone or only to the updates attendees, but now it
doesn't ask whether she selects "Save and Close" or the other "Send
Updates" option. All meeting updates are going to everyone, even people
that have already accepted. Is there any know reason for this behavior?
Or even better, is there a fix to get the "send only to modified
attendees" back?

What troubleshooting steps have you already tried?  Detect and Repair?  A new
mail profile?

I've just now rebuilt the profile and asked the user to test it this
afternoon. If that doesn't work, then I'll try the Detect and Repair.
