I was told if I Edited the Exchange Advanced and unchecked "Exclude from
global address book" on a public shared calendar, I could send an invitation
to this calendar. The objective is to have a company wide tracking of events
that all could see. It dosen't seem to work. Is there a better way to
accomplish this?

The public folder also needs to have the security (permissions) set
to accept email. Depending on who all you want to be able to
"create" an item, these permissions are set on the properties of the
public folder.
