Free/Busy option in Calendar is greyed out

Free/Busy option in Calendar is greyed out - need to refresh

None of my meetings that show on my calendar appear as "busy" or "out of
office" to others. I tried the troubleshootiing to refresh the free/busy
option, but the free/busy link is greyed out. Also, it doesn't appear that I
can "Apply" any changes in Outlook.
