How can I create a meeting that can have multiple times?

I want to set up a training session that involves the same information but
would allow for staff to choose the best time for them from multiple times.  
I want to be able to combine the ability to chose, like voting buttons in
email, and to have the meeting requests show on their calendar.  Can Outlook
do that?

No, you will need to create the meetings separately, save them to a file and insert them into a mail message that instructs the recipients to select one (or more) of the meetings to accept.
