Is there a way to enter repeating meeting dates that don't meet on a regular
basis?  I meet 3 days every week with a company, but they are not always the
same days each week.  Another program let me type in specific dates when the
repeating dates were irregular.

No, Outlook has no way of doing this natively but there is a third party tool, WS Repeat Appointments, that will allow you to set irregular recurrences.
