After furious head scratching, Steve at TAG asked:

I have created a mailbox for the conference rooms. Any scheduling of the
resource shows up there. I also have a Public Folder with the conference room
calendars in it. When I do a meeting request in the Public Folder, it shows
up on the caldendars of the conference room mailbox and anyone else selected
to be invited. When I do the same type of meeting request from a private
calendar, and put the address of the conference room in, the only caldendars
that have the request show up are in the private folders. How can I link the
private mailbox calender for the conference room to the Public folder
calendar, so that when the conference room is reservered from a private email
account, it will show up on the Public folder calendar?
