We just recently noticed that in Outlook 2003, when inviting people to a
meeting, if your mouse is over the "blue" line displaying that they are busy
during a specific time, it will display the subject of what the meeting is
about (information from the other person's calendar). Is there a way to
disable that function?

Tools->options->Calendar Options->Planner options->check or uncheck the box to "show calendar details in grid."
