using Japanese in English Outlook 2002

I have tried to use Japanese to create an new appointment in Outlook
calendar.  It allows me to type in correctly in Japanese and can be
read properly.  But when I move to next appointment, the Japanese
characters are changed to "??????".  The language bar shows both
Japanese and English but doesn't allow me to select Japanese when I try
to create a new contact from Outlook contacts.  I have no problem using
Japanese in Word or Excel.
The system runs English XP Home and English Office XP (Outlook 2002).
I installed / enabled Windows IME from control panel -> regional and
language options.
Does anyone know how to fix this problem?  Thanks.
