overbooking resources

We have about 10 conference rooms that have been set up as resources. The big
problem is the rooms are getting overbooked. Someone can send an appointment
from 10-11am and get it accepted, then later someone else can send an
appointment from 9-11am to the same resource and it will also get accepted.
This is a huge problem for us. We just moved to Exchange Server and Outlook
2003. Each resource has an e-mail account.  The process has been set up to
'automatically accept' and 'automatically decline' and 'author' permission
have been given.

Is there something else that needs to be done? Please help!!

Never mind - we figured it out.  In both situations the person who sent the
first appointment had the Show Time As selected Free instead of Busy, thus
allowing the 2nd appointment to overlap it.

set it to busy. (same way for the second meeting)

Just make sure that each room has it's own mailbox, the Resource Scheduling
options have been selected, and appropriate permissions assigned.  Once we
identified our hiccup below - it's been smooth sailing.
