Can't see Free/Busy info from Exchange user

Hi,  I haven't seen anything that says this isn't possible, but I may
not be looking in the right place or something.  But anyway,  I have
some users that are on an Exchange system and want to publish their
Free/Busy data out to other users that are not on the same Exchange
system.

I can successfully get the free/busy information out to a FTP site,
but I cannot for the life of me get it to show the free/busy data on
the persons Outlook who is outside.  I do not have this issue with
regular POP3 accounts so I'm guessing it may have something to do with
exchange although when comparing the files the only thing different is
the organizer field.  (I've even changed that field to be the persons
email address instead of the Exchange containers, but that doesn't
help either.

Any info would be greatly appreciated!
