My appointment times on PDA are changing when synchronised with outlook on my
laptop. Both are set for the right timezone and daylight savings settings,
yet they come up an hour forward on outlook.

are all appointments affected or only those on specific dates?  were either
or both devices updated for the new daylight times?

Did you find a solution to this? I am having the same problem,
particularly with recurring appts. It will move some of the appts.
forward an hour, but not others. The problem started when Outlook 2003
was installed to replace Outlook 97. I have been doing this for years
with no problems on Outlook 97.
