Synchronize a personal calendar with a public folder

Is there a way to synchronize Outlook calendar items between private
(mailbox) and public (group/global) Outlook calendar folders?  I want to be
able to have a public calendar and I want it populated with private calendar
items automatically.  Is there a way of doing this from outlook itself
without involving a third-party vendor?  Are there permissions that can be
set in Outlook that would allow the updating of appointments from one to the
other?

You could probably write code for it, but buying a third-party tool is
easier (and probably less expensive).  See if something here helps:

Is that my only option?  Is there nothing in Exchange itself that will do
this, or allow this to be done from the client?  I have tried to set the
public folder to automatically accept meeting invitations and process
cancellations, but it's still not doing anything.

There certainly is nothing built into the Outlook client that will do this
or there wouldn't be any third-party market for add-ons to do it.  I also
don't believe there's anything in Exchange that will do it, but since I'm
not all that familiar with Exchange and since this isn't an Exchange forum,
I can't say for sure.
