Running TZMove.exe before March 11th

I have downloaded TZMove.exe from Microsoft and ran it on my PC
yesterday morning. I assume it updated all the appointments in my
calendar that fall between March 11 thru April 1since it told me it
did after running the utility. All the times for the meetings are
still showing the correct meeting times.  Is this how this should
look?

Then as a test this morning I created an appointment for March 15th at
5:30 p.m. After creating the appointment I reran the TZMove utility.
It told me it updated the new appointment. I went to my calendar and
now the appointment starts at 4:30.

Should TZMove only be run on or after the 11th? Or can I run it today?
If I run it today what happens when I add a new appointment between
the 11th and the 1st? I support around 50 people and am trying to find
the best way to explain to them what they need to do.

once you run the tz tool, you shouldn't run it again. The second appt
changed because it was created with the correct TZ files installed and when
you ran the tool, it 'thought' it was going from your old zone to the
updated zone (because the old tz selection was the old zone and the new
selection was the updated zone), when the appt was already in the updated
zone.
