DST patch does NOT update in Outlook 2003 Calendars

I downloaded and installed the DST 2007 patch for DST changes in North
America (from the official Microsoft downloads page).

The program Microsoft time Zone (a systray app) updated/changed correctly
but Outlook 2003 calendars DID NOT and WILL NOT change correctly.

How do I get Outlook 2003 calendars to adapt to this patch correctly?

did you choose the updated tz in the mover tool?

How does one go about doing this?  I'm really confused here and almost missed
a meeting as a result of this.  Anyhelp would be greatly appreciated.
