We have a calendar that needs to be viewed by 60+ people and edited by a
dozen.  What is the best way to configure this?

Outlook 2003 and Exchange 2003 on Server 2003 Standard Edition.

Make a folder in the Public Folders (Calendar type) and assign editor permissions to the 12 people you want to edit it.
