resource permissions

I have about 14 meeting rooms that I just setup and all is working fine other
than the way users are scheduling the meetings. They are right clicking on
the meeting room calendar itself instead of doing a meeting request and
booking the room as a resource.
Is there a way I can keep people from booking the room directly and force
them to send a meeting request only? I've played with the calendar
permissions and can't seem to get it to work. Is it even possible to do this?
I'll also want to keep a group of admins as owner of the rooms which is a
seperate set of permissions already.
