Limit Calendar Owners Permissions

I am working with a doctors office and the doctors are deleting and/or moving
appointments without notifying the schedulers.  Is there away that I can stop
the owner or user from changing appointments on their own calendar if they
were not the ones that created the appointment?  IE: the Dr. cannot change an
appointment on their calendar if it was created by the scheduler?

No, each user has full control over the data in their own folders.
