Why does Calendar set meetings 3 hours ahead of planned time?

I set a lunch appointment with an individual for 11:30am to 1:00pm for April
11, 2007.
I send the request. I get a response from the individual and the time shown
on their request is 3:30pm to 5:00pm.
What gives. Is this programed to East coast time on all appointments??

I'd guess that one of you has your clock or time zone set incorrectly.
