Default Appointment/Meeting duration in Outlook 2003

I've seen a few people asking but no solutions...   how does one
change the defualt meeting time duration in Outlook 2003.  the
TimeScale setting does not do it.

Thanks for any thoughts.

The time scale value works for me in Outlook 2003; e.g., if my time scale is
set to 60 minutes, when I create a new appointment or meeting the default
duration is 60 minutes.
