I have searched everywhere and can't find anyway to do this.  If I can add
holidays, company events, and repeating events seems I should be able to do
this.

Any help is welcome

I guess I need also to add this is not for an appointed time I just want a
reminder at the top of the calendar.

Well for those that might want to do the same....I had to find it myself but
treat it as an all day event and it places it at the top of the calendar see

I created a recurrent all-day event that occurs every two weeks on Friday.
