Planning a meeting in Outlook 2003

When I try to plan a meeting in Outlook 2003 some of my coworkers free/busy
info does not show up along with some of my resource mailboxes free/busy
info.  I am using Exchange 2003 SP2 on Windows Server 2003 SP1, the coworkers
and resource mailboxes are set to publish free/busy info for 14 months,
though when I plan a meeting the "no information" slashes are all that is
displayed.  
I am running Office 2003 on Windows XP SP2.  I have set everyone up the same
way, to my knowledge, and I'm not sure why the free/busy info is not showing
for some calendars.  Any help is greatly appreciated.

Landon,
I'm not sure if we are seeing the same issue but for every new user I was
setting up I would always have this issue that their free/busy schedule would
show "No Information" for days when other users tried scheduling meetings
with them and then all of the sudden they would be ok.

I just had a user start today with the issue and I found if I ran "update
now" by right-clicking on the Recipient Update Service within System Manager
on the exchange server then it corrected the new users free busy schedule
immediately after I clicked on Update Now.

Hope this helps as I've been looking for a solution for months.
