How to set up a recurrent appointment for work days only

I need to set up a reccurrent meeting (or task). However, if it appears on a
public holiday it needs to be advanced to the day before. Is there a way or
and add-in to make this happen?

WS Repeat Appointment is the only add-in I know of to do this - they have a 30 day trial available.
