outlook calendar - read permission

Hi,

We use exchange 2003.  I am trying to change the permissions for one
user so that he will have read access to everyones outlook calendar
in
the organisation.  Is there a central spot that i can do this...again
its only for one user.

. It can manage mailbox folder permissions, as well as public folder permissions.
