I would like to post an FYI notice for some particular days to some
colleagues. How to do that?

You could create an event on those days with the free/busy set to 'free'

How to create a form or template using this feature ?

You don't need to create any form, it's a standard feature in Outlook. An
all-day appointment is usually called an event

Ok. But if I need always to put some text and add some people like:

Corporate Meeting re: XYZ
Companies Discussed : ABC and EFG

sent to person #1 #2 and #3 and Impotance: High

I don't want to input this info everytime.
