How can I request to make changes to working week hours?

I would like to have it so that my calendar reflects my working schedule.  I
currently work at 8:00 AM on M W F and 8:30 AM T TH.  Is there any way I can
have my calendar reflect this?

Check here: Tools menu > Options > Calendar

There are Start & End time fields

No, there's not.  Outlook doesn't allow for irregular work weeks.  While
Vince is correct in where the start and end times for a work day are set,
they apply to all days of the work week.  You can't choose one start/end
time for some days and different ones for others, at least as far as I can
tell.
