I am using Outlook 2003 and am hoping there is a way to create a sort of
dependency or linking in my appointments.  We are a oil and gas drilling and
operations company and there things that we have to do before we can do other
things.  I am using Outlook calendar to keep up with all this, and would like
to know if I just change the start date that the number of days will just
slide down and remain 21 days away.

Sounds like you want a project management application.  Outlook can't do
what you describe.
