iCalendar showing as text

I have a strange situation where someone scheduled a meeting using
Outlook 2003. One of the invitees uses Hotmail. When this invitee sees
the meeting request, she is seeing what's in essence the meeting
request in iCalendar fomat as text. It looks like this:

BEGIN:VCALENDAR
PRODID:-//Microsoft Corporation//Outlook 11.0 MIMEDIR//EN
VERSION:2.0
METHOD:REQUEST
BEGIN:VEVENT
ATTENDEE;ROLE=REQ-PARTICIPANT;RSVP=TRUE:MAILTO:q3537wh@hotmail.com
ATTENDEE;ROLE=REQ-PARTICIPANT;RSVP=TRUE:MAILTO:other_invitees
ORGANIZER:MAILTO:me@myemailaddress.com
DTSTART:20070723T170000Z
DTEND:20070723T171500Z
and so on.

The other invitees who do not use Hotmail have no problems. I tried it
myself with Hotmail and had no problems. It appears for some reason
this particular person's Hotmail account could not handle the Outlook
meeting request and instead spat it out as text. But why?

If there is a reminder set on the iCalendar appointment, remove it and try
sending it again.
