Resources don't roll up to "All Attendees" line

Running Outlook 2003 against Exchange 2003.  Have noticed two things with
scheduling resources:
1.  When selecting the resource on the Scheduling tab, the resource busy
time doesn't get included in the "All Attendees" line.  Is this by design?  I
realize the line is called "All Attendees", but it's not very helpful if it
doesn't include chosen resources.
2.  If an attendee selects "Propose New Time", the resource is not reflected
on the attendee list.  Is this also by design?

Yes, I think, this is by design. Attendees and resources are treated separately.
