When I open Outlook 2007 a message pops up about a reminder.  When I try to
click snooze or dismiss I get the error message "Cannot turn off the
reminder.  You may be reminded again.  Cannot locate recurrence information
for this appointment."  This message come up everytime I open Outlook.  How
do I get rid of it???

You can try starting Outlook once with the /cleanreminders command line
switch. You can do that from the Run command on the Start menu:
Outlook.EXE /cleanreminders

Do I need to go to a command prompt to do this or is there somewhere else in
the start menu that will let me?

A command prompt would work as would the Run command/box on the Start menu

I got this from another thread and it worked for me.  Try this:

Display your calendar in a Recurrence view.  Scroll to that appointment
reminder, select it and delete it (do not open it, just select it by
highlighting).
