How do i remove permissions on Outlook Calendar to change DST?

Hi i have a problem adjusting DST in outlook calendar, its says i do not have
sufficient permissions. I have tried the following but it still does not work
-

·         Open outlook and on the tools menu, click Options.

·         Click Calendar Options.

·         Click Time Zone.

·         In the Time Zone list make sure (GMT) Greenwich Mean Time is
selected.

·         And below there should be an option for you to adjust for (DST)
daylight saving time, you need to make sure that box has a tick
