Notification Question

We have several calendars setup in the company public folders section and
we're seeing a lot of recurring meetings being scheduled, but we end up with
overbooked conference rooms because there aren't any notifications when a
conflict arises.

So my question is: Is there a way to enable conflict notifications in public
folder calendars?  If there is, is there a way to set it up globally so
anyone scheduling will get the notification rather than manually configuring
each person?
