I have a client that uses a group calendar in public folders. This client
uses Exchange Server and connects with Outlook 2003 clients. I would like to
customize the labels in the public calendar and secure them so they cannot be
changed. I would like to have the users choose the label when they create an
appointment.

The labels in that Public Folder Calendar can be edited by the folder Owner.
Other users will be able to use the Labels but the Edit button will be
greyed out preventing them from changing the available labels to other
descriptions.
Log in as the Folder owner and right click an appointment in that Calendar,
select Labels, Edit (on the bottom of the window). You can type
descriptions against each colour there. Each user will see those new
descriptions ONLY in that one folder. Perfect.
