How do configure Outlook to display declined appointments?

When I declined a calendar appointment, I'd like to have the appointment
remain on my calendar, but show the time as available.  By default, Outlook
removes the appointment when I decline the appointment. Is there a way to
override this?

Outlook can't do this.

You could leave it as tentative, save it to a second calendar folder, then
decline the request.  The second calendar will contain the list of meetings
or you declined and since free/busy informaiton won't be published from that
calendar, it will show as available.
