How do I enable the "invite attendees" feature in Outlook2003 ?

This feature does not appear on my toolbar when creating an
appointment/meeting in Outlook.

A meeting request won't have an "Invite Attendees" button, although an
appointment should.  On the Standard toolbar of a new appointment, what do
you have?  Mine has "Save and Close", "Print", "Spelling", "Insert File",
"Recurrence", "Invite Attendees", "Delete", "Previous Item", and "Next
Item".
