Vista Small Business and Office 2007
I find I have a separate calendar from the Outlook one, although identical
in appearance. This is very handy for quick reference, although I'd also
like to keep the Outlook version up to date as it's handy to have Contacts,
Calendar, Notes, Tasks and Journal all together.
Is it possible to synchronise the Outlook calendar with the Windows
calendar, both ways? Ditto with Contacts.

Kinda; No.
There is no need to use the windows calendar if you are using outlook...
just put everything in outlook. You can import it (the calendar ics is at
C:\Users\user acct\AppData\Local\Microsoft\Windows Calendar\Calendars) or
publish it to IIS and share it... but with just one user on one computer,
I'd use just one calendar.
