How can I import public holidays for 2008 to Outlook?

You can get an updated Holidays file from Microsoft

And if you are using Outlook 2007, you can get iCal files in ICS format and
import them.  Try www.icalshare.com to get a good idea of what is available
(and I'm not affiliated with them).  They have over 300 files for different
countries and regional holidays so far.
