Public Calendar Overlayed on "My Calendar"

I know different calendars can be overlayed, but how can we do this with a
public calendar and our own calendars. When we click on the calendar icons in
Outlook, only the calendars in "My Calendars" appear. How can we add the
"Public Calendar" in order to overlay any of the calendars we select?
