how do i change time scale on the monthly view to 15 min

i changed time scale in the weekly view of Outlook 2007, but when i am in
monthly view, it reverts back to 30 minutes if i double click to set an
appointment in monthly view

the scale in the appointments is 30 min when opened this way. You can't
change it.

You can use my free "More Productive Tools" Outlook add-in available at
www.moreproductivenow.com.  It includes an Outlook-compatible Calendar
window; if you go into Options on the menu for that window, there is a
"Standard Appt. Duration" option that you can set to 15 minutes.  Then when
in the monthly calendar view, right click the desired day and choose "New
Standard Appt".
