So define who "I" is and who the user with the right level of permissions
is. Because now you have 2 people involved and it is not clear who is
having a problem. The owner or the editor.
1. Has the person tried right clicking an appointment in the Public Calendar
and editing the labels?
2. Is there a difference between Calendar items they they made and trying to
edit ones someone else made?

Not sure if Owner contains the permissions, but AFAIK you must have SendAs
and ReceiveAs permissions.
