Can Outlook 03 create a calendar pane with email (like '07)?

With Outlook 2007, when reading email, you can have a calendar pane open
which shows the calendar, and the next few appointments coming up.

Can Outlook 2003 do the same thing?

The "To Do Bar" is a new feature in Outlook 2007.  

There may be a third party addin which gives you this functionality for
Outlook 2003.
