As a work around for All Day Events not showing in the To Do Bar, is it
possible to remove the time that is displayed with an appt, so it doesnt
display in the Calendar view or the To Do Bar???

No. Times show in the calendar only if the grid is large enough - make the
window smaller by moving the navigation pane or to-do bar separator inward.
