I can update my outlook.hol file easily in normal outlook to add additional
(business) dates.

Can I add Business Event Dates to a Calendar in the same or similar way in
Outlook Web Access

I don't know of any way to do that with OWA.  OWA is just a web interface to
your Exchange mailbox and has no ability to import data from your PC.

I assume there is a outlook.hol (or equivalent) on the Exchange Server so
that all Web Users using the server would get the same "holidays" or
"business events" or should this be addressed in the Exchange Server
discussion group?

Holidays are per-calendar (i.e., for each calendar within each mailbox), not
global across all calendars in all mailboxes.
