53 weeks for 2007 in outlook calendar 2003

At the company I work for our Outlook 2003 calendar
is set to 53 weeks, When trying to change this in options ->calendar options
the first week of the year is greyed out, is this a setting in the default
image we use, a bug, or a registry key?

It may be controlled by group policy  because the admin doesn't want it
changed.
