send out a proposal where they can just click on the start time of their

I don't think that's possible.

Create the 2 appointment times. Save them to your desktop. Create an email message requesting that the recipients select one or the other appointments and insert the 2 saved appointments in your email as attachments. Be sure to give each a unique name.
