Propose 2 different meeting times as an organizer?

I have a meeting in one day with two different possible times and would like
to offer the attendess an option to which time they can attend. How do you
send out a proposal where they can just click on the start time of their
preference?

I don't think that's possible.

Create the 2 appointment times.  Save them to your desktop.  Create an email message requesting that the recipients select one or the other appointments and insert the 2 saved appointments in your email as attachments.  Be sure to give each a unique name.
