office outlook 2003 i send e. mails out they go to me out box.

I have Verizon online e - mail. I use the verizon settings for my office
outlook 2003. when I try to send a e. mail out. it goes to my out box. how do
I get it to to out to the person that I am trying to e. mail. when I
completed the set up the my computer say all is okay. but not all is okay.
help a.s.p.
