How can I change the order of appointments to view by label color? I want the
white labels to always be first, the red second and the green third?

AFAIK, you can't since in 2003 the label is just a color and in 2007 they are category connected.

What view? If sort is an option in the view you could sort, although maybe
not in the exact order you want.
