I am seeking a solution to email calendar event reminders to a specified
address.
Basically the set time reminders (e.g. 15 min) that pop up on your screen
before a meeting is due; I'd like to get notice on my mobile device as well.
Greatly appreciate your help with this.

AFAIK Outlook will not do that natively - not even in 2007!
You might find some add-in that may do that, failing that, Mozilla Sunbird
and Thunderbird with the Lightning calendar extension will do just what you
want...

Works for me on a Windows Mobile device using ActiveSync.

Assuming you mean emailed as SMS... see
http://www.slipstick.com/addins/pager.asp for 3rd party tools. If you use
Outlook 2007, check out its SMS link (Outlook Mobile Service) feature.
