firm holiday scheduling

I have a client that would like to update all of their employees' Outlook
calendars with the firm's holiday schedule.

However, they don't want to enable calendar sharing that would allow anyone
to create appointments on user calendars.

Is there a way to allow employees to import a file with the holiday
schedule? this file could be emailed to each employee and allow them to
update their calendar with the holiday schedule.

Also, they are using Exchange 2003.
