Outlook Calendar for Attendance Display

We want to be able to use our Outlook Calendar for company-wide attendance.  
We want input from each branch on calendar on those out with reason why out
but would like for anyone viewing (unless given authority to see reason) to
be able to just see the name of the person out for the day (marking name as
all day event).  We are concerned for HIPPA reason to display the reason why
out for other than HR or Payroll.  Has anyone figured out if this can be
done?  Our operations are very thin and we need to know who is in and who is
out.  Tried using time consuming memos in past.  Hoping to modernize.

You can't control permissions in outlook - either you can see them or you
can't.

I think an asp net calendar might work better - you'll have better control
over permissions. A sharepoint calendar might work too.
